It's when you happen to be in a city during a major event, but not for that reason. For example, being in Cheltenham during the festival, but not actually attending it. Every cabbie and hotelier conversation goes something like this. You've been at the festival? No, I've not. Followed by an awkward silence when neither of you know quite what to say.
